Heavy vehicle productivity reform

NZTA have undertaken a series of consultations in the past year on Land Transport Rule reform to improve heavy vehicle productivity. That has culminated in a series of Rule amendments which will come into effect from August.

These changes were supported by Transporting New Zealand in our submissions in late 2025 and May 2026, and include removing 50MAX permits. Instead, 50MAX trucks will only be required to carry the approved proforma vehicle design for their vehicle, and can still only travel on the approved 50MAX network.

Another change supported by Transporting New Zealand is allowing Class 1 driver licence holders to drive zero-emission heavy vehicles up to 7,500kg. This has become necessary as battery versions of equivalent light commercials weigh more than the 6,000kg Class 1 limit, but otherwise perform the same.

Although these rule changes don’t go as far as Transporting New Zealand argued for in our detailed submissions, they will help reduce some of the administrative burden on truck operators, whilst we expect the other recommendations we made will be taken into consideration as part of NZTA’s ongoing Rules reform program.
